Project Purpose or Justification:

This $1.67 billion highway project and light rail transit line development in the Denver
metropolitan area is intended to improve the quality of life for area residents and commuters and mobility in the Denver region.

Project Description:

The Denver T-rex I-25 Light Rail Project is community supported and endorsed by citizens along with the efforts of the Colorado Department of Transportation (CDOT) and the Regional Transportation District (RTD), federal partners Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), also including other counties, cities, and jurisdictions. This project will include upgrades freeway shoulder capacity and other improvements to the shoulders. This project will also include the addition of new ramps, acceleration/deceleration lanes, better lighting, and other improvements to interchanges.

High-level Project and Product Requirements:

The scope of work for the Denver T-Rex I-25 Light Rail Project shall include but not be limited to:
-Electrical Design Assistance & Contracting
-Equipment Installation & Maintenance
-Planning & consulting Services
-Value-Engineering

-Design-build contract with Southeast Corridor Constructors: $1.18 billion
-Light rail Costs: $879 million
-Highway Costs: $795 million
-34 New Light-rail Vehicles: $91.8 million
-Elati Street Light Rail Maintenance Facility: $39.5 million

Initial Risks:

Risks would be the extremely expensive land that must be purchased to add freeway lanes which is along a highly urbanized corridor. In addition, adding lanes would also mean repairing and replacing almost 20 bridges and this I-25/I-225 interchange is extremely congested. This would overall complicate decision-making for the project and interfere who has jurisdiction over the construction and management decisions.
