Healthcare insurance policy and target population
The healthcare insurance policy will impact the members of the society with a low
income, especially those living below poverty levels. All people must have healthcare insurance
as it allows them to access healthcare services when the need arises (National Center for Health
Statistics, 2017). Failure to have healthcare insurance threatens the health of those that cannot
afford it, leading to high mortality.
Role of social welfare and economic policy in enhancing access to social services
Changing economic times is one of the factors that has led to the development of such
social welfare. Looming recessions and those of the past have increased the cost of living that
has left many without sufficient income to cater to their medical need (Fontenot, 2018).
Developing such a healthcare insurance policy will allow the members of the society affected not
to worry over their health as they will have coverage. That way, contributing to a healthy society.
Analysis of the policy based on advancing human rights
The right to healthcare access is an example of a fundamental right that human beings
enjoy. The increasing cost of healthcare makes it hard for the majority of the people living in
poverty to enjoy such freedom (Fontenot, 2018). As a result, the development of such a right will
ensure that those living in poverty and cannot afford to pay for healthcare services have medical
insurance. That way, allowing them to access these services freely when the need arises.
Implications for the target population

TARGET POPULATION ANALYSIS
One of the impacts of the effect on the target population is that it will increase their
access to healthcare services. Increased access to healthcare services results in improved health
for all (National Center for Health Statistics, 2017). That way, the mortality rate will reduce will
life expectancy will increase. Other vices, such as discrimination propagated in the society,
especially in the delivery of healthcare services, will also be overcome. Therefore, the
implementation of such a policy is called necessary.

POLICY ANALYSIS
Implementation Realities—Primary and Secondary Sources
There are various views regarding the healthcare insurance policy; it has been presented as
a transformational tool to the target population and in the health sector. This analysis includes the
evaluation of primary sources, which include the interview with a social worker as well as peerreviewed sources. It is hypothesized that both primary and secondary sources will depict the
healthcare insurance policy as an instrument to allow people from low class to access quality health
services. Besides, some disparities between the two sources are expected.
From the interview conducted, the social worker had a lot to say about the policy as it is
somehow affecting her work. She was the primary source of information for this analysis. This
source highlighted the importance of implementing the policy. She stated that this would allow
people who receive low income will be in a position to receive quality healthcare just like their
counterparts with higher income. Besides, she highlighted the plights of uninsured people when it
comes to receiving healthcare; they are never prioritized in healthcare, and thus, they spend hours
before being served. Further, a significant portion of their income which is meant for their family
expenditure is directed towards other uses related to treatment. She likewise commented on the
feasibility of the implementation of the policy (Cicala, Lieber & Marone, 2019). In her view, a
good number of policymakers may fail to support its implementation. Besides, she questions the
capacity of the government to implement and maintain the policy. This is because of the scarce
resources which have been dedicated to the health sector. Finally, she doubted the capacity of some
states to enforce this policy as different states have different revenues or budgets devoted to health
matters.

POLICY ANALYSIS
After consulting the secondary sources, there are different views presented regarding the
healthcare insurance policy. Just like the primary source, the secondary sources agree that the
implementation of this policy is associated with several benefits. This policy will mostly benefit
those individuals who are uninsured, and this population is probably from low-income families.
Unlike the primary source, which doubts the government capacity and feasibility of this policy,
the secondary sources trust that if a good strategy is put in place, the policy is likely to be successful
(Cicala, Lieber & Marone, 2019). Lastly, the secondary sources depicted that the implementation
process will face a lot of objections from various stakeholders. Some perceive it as an ultimate
solution to the plight of those who are not currently covered by health insurance. In contrast, others
may be worried about the increased expenditure or burden on the government.
The two sources agree that health insurance policy is there for the common good of the US
citizens. They likewise trust that the quality of life among those people who have no access to
quality health care will augment. This is following their ability to access quality services at the
right time. The policy implementation is not easy as some people are likely to reject it; their
rationale is that the government will have a burden on top of what is already there. The rejection
from some members lowers the feasibility of implementation of the health insurance policy. This
implementation of this policy will have both positive and negative implications (Cooley et al.,
2017). For the citizens, the policy will have positive implications, whereas, on the side of the
government, it may have some serious implications. For social workers, this policy may contribute
to the success of their work. Some social workers have been fighting for the implantation of
inclusive policy in order to allow everyone in the country to access health services.

Crime and Violence in Society
America’s incarceration rate has many implications for social justice. First, it causes huge
psychological problems and antisocial behavior among children whose children are incarcerated.
Children who grow up in the absence of their parents due to incarceration are likely to develop
depression, which may have detrimental impacts on their health and well-being (McNutt, &
Hoefer, 2016). Secondly, high incarceration rates affect social justice because there is a great
likelihood that people could be sentenced even when they are innocent. In the recent past, there
have been many sentences that have been receded after it was realized that the suspects had been
wrongly imprisoned. Such an aspect affects the ability of the criminal justice system to achieve
social justice, which is a critical aspect of any society.
Better social welfare services in the country can play a critical role in lowering crime. One
of the ways is through coming up with better rehabilitation for past offenders. Lack of proper
rehabilitation for offenders increases the likelihood of them going back to their past criminal ways
or lives. Improved social welfare services can help achieve this elusive goal. The second way is
through ensuring that victims of crime go through proper counselling. When such counselling
happens, victims can easily forgive the offenders, and this creates a situation where they do not
seek vengeance or revenge against individuals who have committed heinous crimes against them.
Globalization has many impacts on punishment and crime in America. One of the main
impacts is that it has increased crime in the country. Individuals who perpetrate actions that amount
to treason receive protection from other countries in the form of immunity deals. An example is
Edward Snowden, an American who leaked classified information about some of the surveillance
operations by the United States on its citizens. Globalization has led to a situation where criminals

can go unpunished when they seek asylum from other nations once they have committed crimes
in their home country. Such a situation has made it difficult for justice to be pursued against
individuals who have connections in other countries.
The growth of the information technology has led to new types of crimes that are being
perpetrated on various online platforms and digital networks. An example of a relatively new crime
is cyber-attacks and cyber-terrorism (Healey, 2015). Cyber-attacks are malicious actions that aim
at stealing or destroying information. Cyber-terrorism includes the same actions as those in a
cyber-attack, only that the motivation is to instill fear and terror among the citizens. Current laws
need to be revised to include these violations in the constitution. Such revisions should clearly
define these new crimes and set the type of punishment that should be handed to offenders. Doing
this may create a sense of deterrence, which may hinder members of the public from perpetrating
such crimes.
New tools are critical towards dealing with some of the emerging issues in the justice
system. Enhanced technology and its adoption in the justice system is one of the main tools that
need to be pursued (Healey, 2015). Digital forensics is already being used to provide evidence in
court cases, and this is a great example of how new tools can be applied to solve problems that the
justice system has been grappling with for a long time. The impact of technology is hard to ignore,
and thereby it is critical that such adoption is harnessed by all stakeholders in the justice system.
